Hinge Points: An Inside Look at North Korea’s Nuclear Program


Since 2004, Dr. Hecker has delivered more than 280 presentations to a range of audiences from the U.S. government, foreign governments, scientific laboratories, universities, non-governmental organizations, media outlets, and the public. Three presentations are highlighted per year below.

2004

Dr. Hecker made his first trip to North Korea in January 2004. That year, he spoke about his initial observations and analysis to at least 12 professional and academic audiences. Perspectives from 3 selected presentations from year 2004 lay a basis for Hecker’s subsequent thinking of the North Korean nuclear proliferation challenge.

2005

Dr. Hecker returned to North Korea in August 2005, but did not access to Yongbyon due to safety concerns as the DPRK began a plutonium reprocessing campaign in June. These three presentations provide an update on the technical challenges of the North’s nuclear program and its implications for policymakers.

2006

Dr. Hecker returned to North Korea with access to Yongbyon Nuclear Complex from October 31-November 4, 2006. In presentations to CISAC, the IAEA, and Ambassador Linton Brooks, Hecker continued to provide technical updates on the status of the nuclear program and presented potential options to resolve the crisis.
