On the occasion of the twentieth anniversary of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), CNS Director Dr. William Potter chaired an interactive panel discussion on June 13, 2016, titled “CTBT@20: The Way Forward– the role of civil society.” The panel addressed the future of the CTBT and concrete actions to be taken to obtain the treaty’s long delayed entry-into-force. Distinguished speakers included:
• Hans Blix, former Swedish Minister for Foreign Affairs, and former Director-General of the International Atomic Energy Agency
• Ellen Tauscher, Under Secretary of State for Arms Control and International Security Affairs
• Anton Khlopkov, Editor-in-Chief of the Nuclear Club journal, and member of the Advisory Board under the Security Council of the Russian Federation
• Daryl Kimball, Executive Director of the Arms Control Association
• Karipbek Kuyukov, ATOM Project honorary Ambassador and artist (Kazakhstan)
• Sergio Duarte, former UN Under-Secretary General for Disarmament Affairs
• Tariq Rauf, Director of the Stockholm International Peace Research Institute’s Disarmament, Arms Control and Non-proliferation Programme
• Youth Representatives from non-ratifying Annex II States
In addition, on June 14, the CTBT Youth Group held their own session, which Dr. Potter moderated. Along with Arms Control Association Executive Director Daryl Kimball, Dr. Potter also co-chaired a joint meeting of the Group of Eminent Persons (GEM) and the Youth Group. Sarah Bidgood, a CNS student and one of the original Youth Group members, circulated a well-received concept paper co-authored with Anastasia Shavrova, a Russian student from Moscow State Institute of International Relations (MGIMO).
