Hanna Notte
Eurasia Nonproliferation Program Director Dr. Hanna Notte spoke at the Helsinki Security Forum 2025 on the panel “Russia and the Future of the European Security Order”, alongside Sam Charap (RAND), Nigel Gould-Davies (IISS) and Sinikukka Saari (FIIA). The session was moderated by Shaun Walker (The Guardian). Dr. Notte focused her remarks on Russia’s efforts to restore its nuclear coercive credibility in the context of the war in Ukraine and on the implications of Russia’s global foreign policy for European security interests.
