Retired Major General Pavel Zolotarev is the deputy director of the Institute for U.S. and Canada Studies at the Russian Academy of Sciences and a professor at the Academy of Military Sciences. He previously served as head of the Information and Analysis Center of the Russian Ministry of Defense and deputy chief of staff of the Defense Council of Russia.
The Honorable Andrew C. Weber is a non-resident senior fellow at Harvard Kennedy School’s Belfer Center for Science and International Affairs. He joined Metabiota in February 2016 as Head of Global Partnerships in the Government Business Unit. Mr. Weber served thirty years in the US Government, most recently as the Deputy Coordinator for Ebola Response at the U.S. Department of State. He served until October 2014 as Assistant Secretary of Defense for Nuclear, Chemical & Biological Defense Programs. He played a key role in the Nunn–Lugar Cooperative Threat Reduction program, which removed weapons grade uranium from Kazakhstan and Georgia, nuclear capable MiG-29 aircraft from Moldova, and eliminated Libyan and Syrian chemical weapons stockpiles.
Dr. William Potter, Sam Nunn and Richard Lugar Professor of Nonproliferation Studies and Founding Director of the James Martin Center for Nonproliferation Studies, will serve as moderator.
